摘要
挥发性有机物(VOCs)已经取代二氧化硫(SO2)成为"十四五"生态环境领域约束性指标之一.开展内蒙古VOCs排污权交易政策系统研究,对促进内蒙古涉VOCs排放产业绿色低碳发展,实现"十四五"VOCs减排目标至关重要.本文从VOCs跨行业及跨区域交易方面对排污权交易进行了分析和讨论.提出了内蒙古VOCs跨行业交易的建议方法,识别出三个跨盟市交易的典型区域,为内蒙古VOCs排污权交易开展提供参考.
Abstract
Volatile organic compounds(VOCs)have replaced sulfur dioxide(SO2)as one of the restrictive indica-tors in the field of ecological environment in the14th Five-year Plan.It is crucial to carry out systematic research on VOCs emission rights trading policy to promote the green and low-carbon development of VOCs-related emission in-dustries and achieve the VOCs emission reduction target of 14th Five-year Plan in Inner Mongolia.In this paper,the cross-industry and cross-regional emissions trading of VOCs was analyzed and discussed.A suggested method for cross-industry trading of VOCs was proposed,and three typical regions of inter-union city trading are identified,which provides a reference for VOCs emission trading in Inner Mongolia.
