Reflection and reconstruction of the legal system of public participation in nature conser-vation areas under the vision of harmonious coexistence between man and nature
Achieving"harmony between man and nature"is the ultimate goal in building a natural protection area system,and the degree of public participation in the construction of natural protection areas determines the progress of the natural protection area system construction.Currently,there is a lack of specialized laws in the field of natural protection areas,and existing relevant legislation has problems such as narrowly defined participating subjects,un-clear rights and duties of participants,and insufficient remedies for the violation of participants' rights.In response,the legislative authority should enact the Nature Conservation Area Law as soon as possible under the value guidance of harmonious coexistence between humans and nature,clearly stipulating the principle of public participation in the general provisions,incorporating necessary participating subjects in the special chapters,setting different participa-tion modes and content for different participating subjects,and improving the corresponding remedial measures to build a legal system of public participation in nature conservation areas with distinctive Chinese characteristics,pro-viding legal guarantees for the construction of the nature conservation area system,and driving the realization of har-monious coexistence between humans and nature in modernization.
