来华留学生奖学金政策变迁与特征

摘要
随着来华留学教育发展的不断扩展,来华留学生奖学金政策也在不断地调整与优化.来华留学生奖学金政策经历了雏形萌芽期、制度初建期、国际接轨期、因地改革期四个时期.不同时期具有不同的表现:在雏形萌芽期,来华留学生实行免费就读;在制度初建期,中国政府向来华留学生收学费、设奖学金;在国际接轨期,建立了政府—地方—高校三级奖学金体系;在因地改革期,修订奖学金新标准.奖学金政策需要多维度转变:在标准上,构建以质量为核心的弹性发放标准,优化群体结构与质量;在主体上,鼓励多元利益相关者主体参与,形成制度协同;在理念上,从具有国际吸引力的战略高度,推动国际留学地多极化发展;在定位上,通过奖学金促进"知识外交",提升国家软实力.
Abstract
With the continuous expansion of the education development of international students studying in China,the scholar-ship policies are constantly being adjusted and improved.The policy on scholarships for international students has gone through four periods:fledgling emergence period,institutional start-up period,international integration period,local reform period.It has dif-ferent manifestations at different times.In the fledgling emergence period,international students can study free of charge.During the institutional start-up period,the government charged tuition fees and offered scholarships to foreign students.During the period of international integration,a three-tier government-local-university scholarship system has been established.During the period of lo-cal reform,government revised new criteria for scholarships.Further development of scholarship policies requires multidimensional changes:on the shift in standards,constructing quality-focused criteria for flexible distribution,and optimizing group structure and quality;in terms of subject transformation,encouraging multi-stakeholder participation,creating institutional synergies;in terms of conceptual change,promoting the multipolar development of international study places from the strategic level of international attrac-tiveness;in terms of positioning shifts,promoting"knowledge diplomacy"through scholarships to enhance national soft power.
