The Logic of the Policy Change of the High-Level Backbone Talents Plan for Ethnic Minorities
The policy of backbone talents for ethnic minorities is the sum of a series of policies implemented by the state to pro-mote the development of western region of China.Since 2002,the policy has gone through four stages:budding preparation stage,im-plementation and development stage,professional deepening stage and pluralistic integration and common prosperity stage.The inter-nal logic of policy change is manifested in the following aspects:unbalance between supply and demand-the shortage of talents to promote policy change;social service-industrial structure to promote professional adjustment;value symbiosis-to promote the idea from autogenesis to symbiosis.It is the direction of policy innovation and development to cultivate high-level backbone talents for ethnic minorities with the sense of community of the Chinese nation,to strengthen the transformation of the high-level backbone tal-ents of ethnic minorities into digital intelligent talents and promote the high-quality training of the high-level backbone talents of minority nationalities.
