Urban Water Security Index and Its Evaluation Criterion
Considering the current definitions and characteristics of w ater security, the definition of urban w ater security is pro2 posed tentatively in this paper. The evaluat ion index system and it s evaluation criterion of urban water security in the southern humid area are developed from four aspects, including urban size, flood control security, w ater supply securit y, and w ater envi2 ronment securit y. T he w eight of each evaluation index is determined by the analytical hierarchy process ( AH P) . The values of indicators are normalized using the exponential efficacy funct ion based on the law of diminishing marginal utility. T he concepts of coordinat ion index ( CI) and development index ( DI) are proposed to il ust rate the degree of order, stability, and coordination of w ater security system and its subsystems. T he model is used to evaluate the urban w ater securit y in Wuhan City from 2003 to 2009. The results show that the water security in Wuhan city is"safe" and is improving every year. The model results verify the feasibilit y and effectiveness of the model, w hich has significance in the evaluat ion of urban water security.
