Based on the analysis of the runoff observations from t he representative stations during the non-flood season, runoff in the H utuo River in the early 2000s has decreased to one t hird of that in 1950s. The decreasing of the incoming w ater from the upstream during the non-flood season is the main reason causing the serious environmental deterioration in the low er reaches. Large-scale human activities have changed the underlying surface conditions of the H utuo River Basin. As a result, the natural annual runoff has decreased by more t han 40% under the same level of the annual precipitat ion in recent years. M eanw hile, the percentage of the w at er consumpt ion in the total w ater is increasing yearly, w hich leads to that the river drying-up becomes nor-mal and the w ater environment is det eriorating seriously in the lower reaches of the Hutuo River. The M iddle Route of the Sout h-t o-North Water Diversion Project is an opportunity to re-establish t he relationships betw een flood cont rol, w ater supply, and environment protect ion in the lower reaches, and then to restore the w ater environment of the H utuo River.
