试论高质量发展背景下乡镇行政体制改革

摘要
改革开放以来,中国的行政体制改革从未停止.每次行政体制改革的深层次原因都是经济发展带动了上层建筑的变革.从农业型政府向城市型政府转变的过程中,乡镇具有了一定产业规模经济、一定聚居人口及一定经济发达水平.在高质量发展背景下,乡镇必须要进行行政体制改革,以此来促进社会公共事业的发展、基础设施的建设、社会经济的管理和满足人民群众日益增长的需求.通过对几个省份的乡镇行政体制改革试点取得的成果和遇到的问题进行分析,对高质量发展背景下乡镇行政体制改革提出了一些建议和意见.
Abstract
Since the reform and opening up,China's administrative system reform has never stopped.The deep-seated reason for each administrative system reform is that economic development drives the transformation of the superstructure.From the transition of the agricultural government to the urban government,the township has a certain industrial-scale economy,a certain population,and a certain level of economic development.In the context of high-quality development,the township must carry out administrative system reform to promote the de-velopment of social public utilities,infrastructure construction,social and economic management,and meet the growing needs of the people.By analyzing the results achieved and the problems encountered in the pilot reforms of the township administrative system in several provinces,some suggestions and opinions on the reform of the township administrative system in the context of high-quality development have been put forward.
