Risk Assessment and Preventive Countermeasure of Population Out of Poverty-----Based on the Survey of Dingxi City,Gansu Province
Poverty alleviation and rural revitalization are closely linked.In the critical period of the intersection and transition of the two,the focus of work has shifted from absolute poverty eradication to relative poverty governance.The main line running through it is to consolidate and improve the achievements of poverty alleviation and keep the bottom line of non-scale return to poverty.Based on the identification of the risk of returning to poverty of the rural poverty-stricken population in Dingxi City,this paper subdivides the risk of returning to poverty from four dimensions:endogenous factors,market factors,natural factors and policy factors,and uses the analytic hierarchy process to quantitatively evaluate the risk level of returning to poverty,and puts forward some preventive measures,such as improving the dynamic monitoring and assistance mechanism of returning to poverty,cultivating the endogenous development momentum of the poverty-stricken population,and holding the bottom line of people's livelihood security.
