摘要
宁夏地处我国西北部,拥有发展奶业适宜的气候和土壤条件,被誉为我国的"高端奶之乡".奶产业被列为宁夏重点特色产业之一,但当前面临很多问题,如生鲜乳价格长期由乳品企业主导,在合同签订与履行中乱象频发,监管力度不足,导致违约成本低、价格协商失效等.基于此,研究宁夏奶产业协调机制,提出健全完善生鲜乳价格协商机制、规范《生鲜乳购销合同》签订与履行、构建乳制品质量第三方检测机制、强化监管服务、构建强化政企银农协调机制的对策及建议,旨在为推动宁夏奶产业可持续发展提供借鉴参考.
Abstract
Ningxia is located in the northwest of China,with the suitable climate and soil conditions for the development of dairy industry,known as China's"high-end milk town".The milk industry is listed as one of the key characteristic industries in Ningxia,but it currently faces many problems,such as the price of fresh milk has long been dominated by dairy enterprises,frequent chaos in contract signing and performance,insufficient supervision,resulting in low default costs and price negotiation failure.Based on this,the coordination mechanism of Ningxia's milk industry is studied,and some countermeasures and suggestions are put forward to improve the fresh milk price negotiation mechanism,standardize the signing and implementation of the Fresh Milk Purchase and Sale Contract,build a third-party inspection mechanism for dairy product quality,strengthen supervision services,and build a stronger coordination mechanism between government,enterprises,banks and farmers,aiming to provide reference for promoting the sustainable development of Ningxia's milk industry.
