New Situation and New Measures of Shanghai＇s Energy Development in the 12th Five-Year Plan Period
With reference to ＂Shanghai＇s 12th Five-Year Plan for Energy Development,＂ this paper organizes and analyzes new situation and new problems confronted Shanghai＇s energy development, points out that in the context of low carbon development as mainstream of world economy and energy structure adjustment as long- term main line of national energy development. Transformative development has become the inevitable choice for Shanghai＇s energy development in the 12th five-year plan period. By comparing the 11^th five-year plan with the 12^th , characteristics of Shanghai＇s energy development in this period are analyzed; new measures for assuring energy supply, optimizing energy structure, energy saving and emission reduction, energy industry development during the 12th five-year plan period are illustrated.
