供需视角下化肥减量增效技术扩散机制研究

本文聚焦现阶段技术进步带来的新约束条件,以测土配方施肥技术为例,分别从农户需求及企业供给两方面入手,分析化肥减量增效技术的扩散机制并基于农户调研数据、离散选择实验数据、企业访谈数据等,对理论假说展开检验。本文发现:企业供给成本过高是制约技术扩散的关键,随着技术适用范围精准度的提高,农户支付意愿和企业生产成本均增加,但由于适用范围精准度较高时,企业生产成本增加幅度更高,较高市场价格抑制了农户采用。农业部门在推广化肥减量增效技术时,既需考虑技术因地制宜特性,亦需考虑精准投入的高昂成本带来的不利影响,处理好两者关系。此外,企业应与高校、科研机构加强合作,提高化肥减量增效技术及相关产品的科技研发能力,降低生产成本。
Research on the Diffusion Mechanism of Chemical Fertilizer Reduction and Efficiency Enhancement Technology from the Perspective of Supply and Demand
This paper focuses on the new constraints brought about by technological progress at this stage,taking soil testing and formula fertilization technology as an example,and analyzing the diffusion mechanism of fertilizer reduction and efficiency enhancement technology from the two aspects of farmers'demand and enterprise supply.Based on farmer survey data,discrete choice experimental data,and enterprise interview data,the theoretical hypothesis is tested.We find that the high supply cost of enterprises is the key to restricting the diffusion of technology,with the im-provement of the accuracy of the scope of application of technology,the farmers'willingness to pay and the production cost of enterprises increase,but due to the increase in production costs of enterprises is higher,and higher market prices inhibit the adoption of farmers.According to the a-bove research conclusions,the following policy implications can be drawn:when promoting the chemical fertilizer reduction and efficiency enhancement technology,the agricultural sector needs to consider the characteristics of the technology according to local conditions,and also consider the high cost of precise input.In addition,enterprises should strengthen cooperation with universities and scientific research institutions to improve the scientific and technological research and devel-opment capabilities of chemical fertilizer reduction and efficiency enhancement technology and re-lated products,and reduce production costs.
