Can New Agribusiness Entities Drive Relocated Smallholders to Properly Dispose Arable Lands:Evidence from 1149 Households in 39 Large and Medium-scale Centralized Resettlement Communities
Proper disposal of arable lands in relocated areas is not only a necessary condition for strictly adhering to the red line of arable land and ensuring food security,but also related to preventing the risk of returning to poverty of relocated households,and consolidating the achieve-ments of poverty alleviation.This paper explores whether new types of agribusiness entities can drive relocated smallholders to dispose their arable lands in a benign way using Multinomial Probit model,combined with the survey data of 1149 relocated households in 39 large and medium-scale centralized resettlement communities in Sichuan and Guizhou provinces.Results show that new ag-ribusiness entities significantly increase the probability of relocated smallholders to maintain farm-ing,and curb the trend of land abandonment after relocation.Heterogeneity analysis shows that new agribusiness entities significantly promotes paid land transferring among households whose re-settlement distance is closer and promotes farming among households whose resettlement distance is farther.Mechanism analysis shows that new agribusiness entities drive the arable land disposal properly by increasing perceived benefits,improving technical services and market conditions,and replacing scarce labor.Once the driving is interrupted,households tend to give up farming,and un-paid land transferring increases.It proposes to support backbone farmers developing cooperatives.It proposes to guide good development expectations,and support new agribusiness entities to provide productive services for households.It suggests to innovate driving mechanisms,such as employing farmers who had transferred their lands and share cooperation.It also proposes to establish dynamic monitoring mechanism to supervise the driving effect.
