Research on the Impact of Social Insurance Premium Reduction Reform on the Employment Types of Migrant Workers
Reducing social insurance premium is an important policy tool for reducing the burden on enterprises and promoting employment.This article reviews the process of social insur-ance premium reform,summarizes the progress of premium reform in various provinces using un-employment insurance and pension insurance as examples,and explores the impact of social insur-ance premium reform on the employment types of migrant workers based on China Migrants Dy-namic Survey from 2013 to 2018.The results indicate that the social insurance premium reform in various provinces shows the characteristics of early fee reduction in the eastern region and relative-ly consistent pace of fee reduction in the central and western regions;The social insurance premium reform has significantly increased the probability of formal employment for migrant work-ers and released employment dividends.Among them,the premium reform of unemployment insur-ance fees has increased the probability of formal employment for migrant workers by 7.1％,while the premium reform pension insurance fees has increased the probability of formal employment for migrant workers by 12.6％.Heterogeneity analysis shows that the social insurance premium reform will promote the formal employment for migrant workers of different genders and mobility ranges,but the impact of unemployment insurance and pension insurance varies.This study has important implications for steadily promoting social insurance premium reform,focusing on promoting formal employment of migrant workers through social insurance premium reform,and implementing differ-entiated social insurance premium reduction policies.
