辽宁在北粮南运中的优势、问题与发展建议

摘要
北粮南运是保障国家粮食安全的重要环节,而辽宁是北粮南运大动脉上的重要海运枢纽和节点,承担着保障国家粮食流通和稳定粮食价格的重要职责.辽宁粮食生产优势明显、区位优势突出,但资源短缺、区域路网发展不均衡、交通基础设施不完善等问题制约着北粮南运的效率.为此,提出夯实"藏粮于地"的战略、完善综合交通网络、加强港口基础设施建设、加快临港粮食产业园区建设、积极链接国际市场等建议,从而为促进辽宁粮食产业的发展、提升其保障国家粮食安全的能力提供参考.
Abstract
Sending grain from the North to the South is an important link to ensure national food security,and Liaoning is an important shipping hub and node on the main artery of sending grain from north to south,and bears the important responsibility of ensuring the national grain circulation and stabilizing grain prices.Liaoning has obvious advantages in grain production and prominent location,but the shortage of resources,unbalanced development of regional road network and imperfect transportation infrastructure restrict the efficiency of sending grain from the north to the south.Therefore,it is necessary to consolidate the strategy of"storing grain in the ground",improve the comprehensive transportation network,strengthen the construction of port infrastructure,accelerate the construction of port grain industry park,and actively link to the international market,so as to provide references for promoting the development of Liaoning's grain industry and improving the ability to ensure national food security.
