摘要
建设高标准农田水利工程是提高农业生产效率、节约水资源、促进粮食增产增收的有效措施.从保障农业生产、缓解水资源矛盾、提高水资源利用率等视角来阐述新时期农田水利工程建设的必要性,从管理方式、手段、权责、水平等方面分析存在的问题,并提出坚持规划引领、强化资金保障、完善监管体系、强化日常监管等对策.
Abstract
The construction of high-standard farmland water conservancy projects is an effective measure to improve agricultural production efficiency,save water resources and promote grain yield and income.This paper expounded the necessity of the construction of farmland water conservancy projects in the new era from the perspectives of ensuring agricultural production,alleviating water resource contradictions and improving water resource utilization,analyzed the existing problems from the aspects of management mode,means,power,responsibility and level,and put forward countermeasures such as adhering to planning guidance,strengthening fund guarantee,improving supervision system and strengthening daily supervision.
