摘要
随着供给侧结构性改革的深入推进,电力体制改革也在不断完善,中共中央、国务院《关于进一步深化电力体制改革的若干意见》(中发[2015]9号)为电力市场改革提供了强有力的政策支撑.为还原电力商品属性,我国形成了由市场引导价格和投资、以电力资源的最优配置实现全社会福利最大化、促进清洁能源消纳的能源体系.通过分析电力省间现货市场的特点,以及省间现货市场给传统燃煤火电企业全生产要素带来的变化,梳理并提出了省间电力现货市场背景下,燃煤火电企业运营所面临的机遇与挑战.不同的发电企业面对省间现货带来的机遇和挑战,需结合自身内外部资源和核心竞争力,开展管理、技术等全方位创新,顺势而为,取得高质量转型发展的硕果.
Abstract
With the deepening of supply-side structural reform,the reform of the electric power system is al-so constantly improving.The Several Opinions on Further Deepening the Reform of the Electric Power Sys-tem(Zhong Fa[2015]No.9)issued by the Central Committee of the Communist Party of China and the State Council has provided strong policy support for the reform of the electricity market.To restore the com-modity attributes of electricity,China has established an energy system that is guided by the market in pric-ing and investment,aims to maximize social welfare through optimal allocation of electric power resources,and promotes the consumption of clean energy.By analyzing the characteristics of the inter-provincial electric-ity spot market and the changes it brings to the full range of production factors of traditional coal-fired and thermal power enterprises,this paper sorts out and proposes the opportunities and challenges faced by coal-fired thermal power enterprises in the context of the inter-provincial electricity spot market.Different power generation enterprises,facing the opportunities and challenges brought by the inter-provincial spot market,need to carry out comprehensive innovations in management,technology,and other aspects,leveraging their in-ternal and external resources and core competitiveness to achieve fruitful high-quality transformation and de-velopment by seizing the trend.
