The competition in comprehensive national power across the world is ultimately a competition in scientific and technological strength.As important material and political bases for the Socialism with Chinese characteristics,state-owned enterprises effectively exert their roles of science and technology innovation,indus-try control and security support,and are of great strategic significance to accelerate the construction of a modernized industrial system and promoting high-quality development.This paper analyzes the evolutionary process of China's science and technology policies under the new national system,the history of CHN Ener-gy's science and technology innovation,and the current problems and challenges faced;explores the counter-measures to build a science and technology innovation system for the new national system based on the com-bination of an active government with an efficient market.
