摘要
从能源新质生产力的结构体系出发,分析其多维度、立体化的复杂系统,即基础支撑层、数据应用层、管理服务层、业务规则层和社会动员层和组成要素,并探讨各层次之间的相互作用机制及其演化规律.在此基础上,提出了实现能源新质生产力持续发展和优化升级的有效路径,包括强化基础支撑、深化数据应用、优化管理服务、完善业务规则、加强社会动员等方面.通过这些措施,为制定科学合理的能源政策,推动能源技术的持续创新,优化能源产业结构提供理论指导和实践经验.
Abstract
Starting from the structural system of new quality productive forces for energy,this paper analyzes its multi-dimensional complex system,including basic support layer,data application layer,management ser-vice layer,business rules layer,social mobilization layer and components,and explores the interaction mecha-nism between these layers and its evolution laws.On this basis,this paper introduces an effective path to achieve the sustainable development and improvement of new quality productive forces for energy,including reinforcement of basic support,enhancement of data application,optimization of management service,improve-ment of business rules,reinforcement of social mobilization,etc.These measures provide theoretical guidance and practical experience for the development of scientific and reasonable energy policies,promotion of continu-ous innovation in energy technology and optimization of energy industry structure.
