The Science and Technology Development Center of the Ministry of Agriculture and Rural Affairs has become a professional organization for project management of central financial science and technology plans since 2015.We have successively undertaken the specific management tasks of 10 key special projects,including"the research and development of comprehensive technology for reducing and increasing the efficiency of chemical fertilizers and pesticides","technological innovation for enhancing the capacity of medium and low yield farmland in northern arid and semi-arid areas and southern red and yellow soil",and 1 major special project"cultivation of new varieties of genetically modified organisms".Since becoming a professional institution,the center has focused on the key tasks and goals of service industry development,continuously streamlining relationships,innovating methods,practicing internal skills,and optimizing services,solidly promoting the construction of first-class professional institutions,effectively reflecting the reform spirit of"being able to handle and manage",and exploring effective paths for project management professional institutions to manage central financial science and technology plan projects.This article provides an overview of the effective explorations in the process of building professional institutions in the center,including streamlining relationships,innovating methods,practicing internal skills,facing industries,and leading of party building.It also summarizes the scientific and technological support cases for key work of relevant departments and institutions in the agricultural system,and looks forward to the next step of professional institution construction,in order to provide reference for agricultural science and technology management.
