Practice and Thoughts on Strengthening Science and Technology Collaborative Innovation of Agricultural Research Institutions in Liaoning Province and Cities
Strengthening the cooperation of agricultural science and technology innovation subjects is an effective way to enhance the national agricultural science and technology innovation ability.In recent years,Liaoning Province has initially constructed an agricultural science and technology innovation system with Liaoning characteristics.However,with the rapid economic development,scientific and technological progress and institutional changes,there are some problems in the institutional mechanism,structure and organizational management mode.By analyzing the development status of agricultural scientific research institutions at the two levels of Liaoning Province and the existing problems in collaborative innovation,this paper puts forward some countermeasures and suggestions to promote the collaborative innovation of agricultural scientific research institutions in Liaoning Province and cities,such as strengthening top-level design and system innovation,focusing on cultivating major achievements,strengthening talent team and platform construction,increasing investment,strengthening incentive mechanism exploration and supervision and assessment.
