Based on the innovation chain theory,the public agricultural research institutions were divided into the stages of science and technology research and development and the stages of achievement transformation.The DEA-Malquist index method was used to measure the scientific and technological innovation efficiency of 21 public agricultural research institutions in Fujian Province at different stages from 2011 to 2020.The results showed that:In the past ten years,the innovation efficiency of both the R&D stage and the transformation stage showed a regression state.The innovation efficiency of the R&D stage decreased by 5.10%,and that of the transformation stage decreased by 3.20%,indicating that there was a large room for improvement in both stages.The innovation efficiency gap of 21 institutions at different stages was obvious,and the R&D efficiency of 47.62%institutions was in a regressive state,with the largest innovation index gap reaching 0.756.The results conversion efficiency of 38.10%institutions was in a backward state,and the maximum gap of innovation index was 0.919.There is a large gap in the development mode of institutional innovation,with 23.81%intensive,9.52%extensive,28.57%R&D efficient-conversion inefficient,38.10%R&D inefficient-conversion efficient.On this basis,we put forward targeted countermeasures and recommendations by classifying the external factors such as accelerating the innovation of science and technology policies and reforming the science and technology system,and internal factors such as guiding the institutions to form a scientific research organization model that is compatible with the layout of disciplines and the accumulation of technologies and the pattern of industrial and economic development.
