摘要
文章从产业视角出发,结合农业领域科研周期长、转化应用难度大等特点,对当前农业科技项目管理中存在的科技成果供给与现实需求不匹配、科技创新与农业发展衔接不紧密等问题的根源进行了剖析,并从完善科技项目选题形成机制、强化精细化项目实施管理、优化项目绩效评价机制、强化第三方评估作用发挥等方面提出了农业产业科技项目管理创新思路,以期有效解决科技创新与产业经济发展"两张皮"问题,提升农业科技项目管理效能.
Abstract
The article from the perspective of the industry,combined with the characteristics of the agricultural field,such as the long research cycle and the difficulty of transformation and application,etc.,analyzed the root causes of the mismatch between the supply of scientific and technological achievements and the real demand,and the lack of close connection between scientific and technological innovation and agricultural development in the management of current agricultural science and technology projects.The article also puts forward the innovative ideas of science and technology project management in agricultural industry from the aspects of improving the formation mechanism of scientific and technological project selection,strengthening the refined project implementation management mode,optimizing the project performance evaluation mechanism,and strengthening the role of third-party evaluation,in order to effectively solve the problem of"two skins"between science and technology innovation and industrial economic development,and enhance the effectiveness of agricultural science and technology project management.
