国家战略需求驱动农业科研机构转型的思考——以中国农业科学院麻类研究所为例

摘要
文章以中国农业科学院麻类研究所为例,阐述了其在国家战略需求下转型发展过程中存在的使命不聚焦、学科不全面、资源较分散等问题,并结合其实践经验,立足国家级农业科研机构建设,从高质量实施主体发展定位、学科优化、要素配置等方面提出了对策建议,以期为农业科研机构转型发展以及国家农业科研体系的梯次构建提供理论支撑和参考依据.
Abstract
Taking the Institute of Bast Fiber Crops of Chinese Academy of Agricultural Sciences as an example,the article elaborated the problems of unfocused mission,incomplete disciplines and scattered resources in the process of its transformation and development driven by national strategic requirements.Combined with its practical experience and based on the construction of national agricultural research institutions,it puts forward countermeasures and suggestions in terms of high-quality implementation of the main development orientation,discipline optimization and factor allocation,with a view to providing theoretical support and reference basis for the transformation and development of agricultural research institutions and the construction of the national agricultural research system.
