摘要
种质资源是支撑农业科技创新、保障粮食安全、建设生态文明、支撑农业可持续发展的战略性资源.为加强江苏省农业种质资源的保护和利用,促进优异种质资源的开放共享,文章通过分析江苏省农业种质资源保护与利用现状,梳理种质资源开放共享中遇到的问题和难点,从种质资源信息数据标准化管理、优异资源的鉴定评价和挖掘创新,以及建立健全种质资源产权保护制度、共享惠益规则和资源共享激励约束机制等方面提出农业种质资源开放共享的对策建议,供相关部门参考.
Abstract
Germplasm resources are strategic resources that support agricultural technological innovation,ensure food security,build an ecological civilization,and sustain agricultural development.In order to strengthen the protection and utilization of agricultural germplasm resources in Jiangsu Province and promote the open sharing of superior germplasm resources,this article analyzes the current status of the protection and utilization of agricultural germplasm resources in Jiangsu Province,identifies the problems and difficulties encountered in the open sharing of germplasm resources,and proposes countermeasures and suggestions for the open sharing of agricultural germplasm resources from the aspects of standardized management of germplasm resource information data,identification,evaluation,and innovation of superior resources,as well as the establishment of a sound system for the protection of germplasm resource property rights,rules for shared benefits,and incentive and constraint mechanisms for resource sharing,for the reference of relevant departments.
