知识产权作为国家发展的战略性资源与国际竞争力核心要素所发挥的作用尤为巨大,科研院所是知识产权创造的重要主体,加强科研院所知识产权保护,对于提升科研院所整体科研实力与核心竞争力,促进我国科技创新具有非常重要的意义.当前,我国知识产权保护仍存在不同程度阻碍创新发展的问题.新加坡是"一带一路"国家中知识产权制度较为完善,管理最为规范的国家之一.文章分析了我国知识产权保护存在的问题,结合新加坡在知识产权保护方面的成功经验,从持续增强知识产权保护意识、提高知识产权质量、推动知识产权高效转化等方面提出了对科研院所知识产权管理工作的启示.
Abstract
The role of intellectual property as a strategic resource for national development and a core element of international competitiveness is particularly significant.Research institutes are important entities in the creation of intellectual property.Strengthening the protection of intellectual property in research institutes is of great importance for enhancing the overall research strength and core competitiveness of these institutes,and for promoting China's scientific and technological innovation.At present,China faces various issues that hinder innovative development in intellectual property protection.Singapore is one of the countries along the"Belt and Road"with a relatively complete intellectual property system and the most standardized management.The article analyzed the problems in China's intellectual property protection,and drawing on Singapore's successful experiences in this field,proposed insights for the management of intellectual property in research institutes from aspects such as continuously enhancing the awareness of intellectual property protection,improving the quality of intellectual property,and promoting the efficient transformation of intellectual property.
