农业科研事业单位数字化行政管理建设的思考

摘要
我国事业单位行政管理大多沿用政府的管理模式,存在诸多不科学、不合理之处.随着通信技术的发展,大数据、云计算、人工智能、区块链等领域取得了重大突破,事业单位的行政管理创新也成为必然的趋势,信息化、数字化是优化行政管理结构的新路径、新模式.行政管理部门作为保障事业单位干事创业的"大后方",扎实推进数字化行政管理具有重要意义.文章梳理和分析了农业科研事业单位行政管理现存的问题,并从智能安防管理、办公自动化系统建设、电子化采购、固定资产管理信息化等方面提出了数字化行政管理建设的具体方案,以期为农业科研事业单位行政管理数字化转型,以及政府机关职能转变、加强数字政府建设提供参考.
Abstract
The administrative management of public institutions in our country mostly follows the government's management model,which has many unscientific and unreasonable aspects.With the development of communication technology,significant breakthroughs have been made in fields such as big data,cloud computing,artificial intelligence,and blockchain,making innovation in the administrative management of public institutions an inevitable trend.Informatization and digitalization are new paths and models for optimizing the administrative management structure.As the"rear support"that ensures the entrepreneurship of public institutions,it is of great significance to promote the construction of digital administrative management.The article sorted out and analyzes the existing problems in the administrative management of agricultural scientific research institutions,and proposed specific plans for the construction of digital administrative management from aspects such as intelligent security management,office automation system construction,electronic procurement,and informatization of fixed assets management,in order to provide references for the digital transformation of administrative management of agricultural scientific research institutions,as well as the transformation of government functions and the strengthening of digital government construction.
