Discussion on the Identification of Travel Expense Reimbursement Risks and Optimization Paths in Agricultural Scientific Research Institutions,Taking Jiangsu Academy of Agricultural Sciences Renting Social Vehicles as an Example
In recent years,the phenomenon of obtaining scientific research funds through travel expense fraud has become increasingly common.Under the background of the"streamlining administration and delegating power,improving regulation,and upgrading services"reform,it has become an important topic to prevent risks,optimize management,and safeguard scientific research.This article combined the problems existing in the management of travel expenses in agricultural scientific research institutions,sorted out the risk manifestations and reasons for the reimbursement of scientific research travel expenses,and took the management of leased social vehicles by Jiangsu Academy of Agricultural Sciences as an example.Starting from four key links:application,use,reimbursement,and supervision,following the principle of closed-loop management,it proposed full-process optimization strategies in order to provide references for other agricultural scientific research institutions.
