农业科研院所涉密人员全闭环管理分析

摘要
涉密人员全闭环管理包括涉密人员的确定、上岗、在岗和离岗离职管理,农业科研院所涉密人员的特性及保密工作中存在的问题给涉密人员全闭环管理提出了新要求.文章阐述了涉密人员全闭环管理的重点,总结了农业科研院所涉密人员的特性,分析了农业科研院所涉密人员管理过程中存在的问题,针对问题从完善涉密人员管理制度、明确相关人员主体责任、强化涉密人员培训工作等方面提出了解决方案,以期为农业科研院所涉密人员管理提供新思路.
Abstract
The full closed-loop management of classified personnel includes the determination,onboarding,in-service,and off-duty departure management of classified personnel.The characteristics of confidential personnel in agricultural research institutes and the problems existing in confidentiality work pose new requirements for the full closed-loop management of classified personnel.This article expounded the key points of the full closed-loop management of classified personnel,summarized the characteristics of classified personnel in agricultural research institutes,analyzed the problems existing in the management process of classified personnel in agricultural research institutes,and proposed solutions from aspects such as improving the classified personnel management system,clarifying the main responsibilities of relevant personnel,and strengthening the training of classified personnel,in order to provide new ideas for the management of classified personnel in agricultural research institutes.
