Risk Evaluation of Implications of EU's Policy on The Restriction of Use of Neonicotinoids to Domestic Pesticide Industry
The EU has announced to implement the restriction on the uses of the plant protection products containing active substances neonicotinoids to minimize the high acute risks on bee colonies from July 1st 2013.According to the European Commission' s new policy,the use of neonicotinoids insecticides containing clothianidin,thiamethoxam and imidacloprid should be prohibited for crops attractive to bees except for uses in greenhouses and except for uses for the production of seeds and plant propagating materials and for cereals except for winter cereals.The neonicotinoids are currently one of most widely used insecticide in China,as well as one of the most major export pesticide products.Therefore,the implement of EU' s policy on neonicotinoids will significantly affected the production and application of neonicotinoids insecticides,as well as the agriculture trades.This paper introduced the background of EU' s restriction policy,elaborated the registration and application of neonicotinoids in China,illustrated the possible effects on domestic pesticide industry,and advised the correspondingly counteractions,in order to reduce or eliminate the negative effects on domestic pesticide industry.
