摘要
本文以南充市农药监管存在的问题为例,指出基层农药管理存在的职能弱化、监管面宽对象水平低、易造假难防范、法规执行难等问题,并针对问题提出了理顺各级关系、加强信息建设、适时修改法规、加强部门合作等对策.
Abstract
Taking the pesticide supervision issues in Nanchong City as an example,this article highlighted the challenges of pesticide management at the primary level.This included weakened functions,a broad and low-level target scope,susceptibility to counterfeiting and hardness in preventing,and difficulties in law enforcement.To address these challenges,this article put forward several countermeasures,such as clarifying relationship at all levels,enhancing information construction,timely amendments to laws and regulations,strengthening departments cooperation,and imposing severe penalties for illegal activities.
