In the process of administrative law enforcement,distinguishing between the legal commissioned processing and illegal production of pesticides has become an urgent issue.This paper discussed and analyzed the compliance elements of pesticide commissioned processing in light of the provisions of the Administrative Penalty Law of the People's Republic of China and the Regulations on Pesticide Management,along with the relevant provisions of the Civil Code regarding commission contract.It proposed corresponding standards for the identification of illegal pesticide commissioned processing,aiming to clarify specific administrative law enforcement actions and guide pesticide production enterprises in legally commissioning processing and to establish a standardized market order.
