SETHOUGHTS ON INNOVATIVE MANAGEMENT OF SELF-OWNED PERFORMANCE PROJECTS BY THE MINISTRY OF AGRICULTURE AND RURAL AFFAIRS——A CASE STUDY OF TROPICAL CROPS GENETIC RESOURCES INSTITUTE OF CHINESE ACADEMY OF TROPICAL AGRICULTURAL SCIENCES
In 2017,the Ministry of Agriculture and Rural Affairs made significant adjustments to the project filling management method,in order to improve and strengthen project expenditure budget management,effectively improved projects quality.The previous unified organization of filling was changed to open filling management,and the filling scope mainly involves repairing and procurement projects,self-owned performance projects,industry development projects,etc.The self-owned performance projects highlight the main responsibility of the filing unit,giving the project unit more autonomy.This article expounded the significance and key points of project management of self-owned performance projects by the Ministry of Agriculture and Rural Affairs,and systematically analyzed the filling time and quantity,filling process,indicator setting,performance evaluation,etc.,and summarized the practice and experience of the management of the Tropical Crops Genetic Resources Institute of the Chinese Academy of Tropical Agricultural Sciences,so as to provide useful references for scientific researchers and filling units to organize the filling and implementation of such projects.
