PRACTICE AND EXPLORATION OF DISCIPLINARY INSPECTION CADRE TEAM CONSTRUCTION IN AGRICULTURAL SCIENTIFIC RESEARCH INSTI-TUTES UNDER THE NEW SITUATION
The report of the 20th National Congress of the Communist Party of China pointed out that we should adhere to the combination of strict management and kindness,strengthen all-round management and regular supervision of cadres,implement the"three distinctions",and encourage cadres to take on responsibilities and take action actively.Under the new situation,grassroots agricultural scientific research institutes shoulder the important task of supporting the development of regional modern agriculture and rural revitalization with science and technology.How to give full play to the role of full-time and part-time discipline inspection cadres to supervise and ensure the in-depth implementation of the Party's 20 major strategic plans,implement Party style and Party discipline,advance anti-corruption and build a clean government continuously,and implement various rules and regulations effectively.How to focus on the positioning of responsibilities,precise and efficient supervision to protect agricultural science and technology innovation research and development,and promote comprehensive and strict party governance in depth.All requires the integration of various existing supervisory forces,giving full play to the subjective initiative of the discipline inspection cadres,improving the supervision system and mechanisms,extending the supervision tentacles within the party,and activating the"nerve endings"of the supervision network.This article conducted a research on the basic situation of the cadre team in agricultural research institutions through questionnaire surveys and discussions.115 valid questionnaires were collected to analyze and solve the obstacles that restricted the role of full-time and part-time disciplinary inspection cadres in institutes comprehensively.Relevant systems were revised and improved to ensure strong disciplinary supervision,standardized power operation,and overall improvement of team construction.
