CONSULTATION AND GRASSROOTS GOVERNANCE OF LOCAL OFFICIALS IN SOUTHERN SONG DYNASTY——A CASE STUDY OF CONSTRUCTION OF LOCAL CIVILIAN INFRASTRUCTURE
In the context of local civilian infrastructure development during the Southern Song Dynasty,significant challenges such as fiscal constraints and the limited familiarity of local officials with grassroots conditions were observed.Consultation emerged as a potent and efficacious avenue for local officials to address the complexities associated with civilian infrastructure development.Engaging in ad-visory activities with civilians not only facilitated the acquisition of public sentiment by local officials but also proved instrumental in meeting challenges arising from grassroots-level initiatives.By actively consulting stakeholders on diverse aspects such as water conser-vancy,bridges,schools,and temples,local officials diligently expanded their information channels,fostering a culture of robust inter-action between officials and the public.Consequently,the practice of advisory governance by local officials during the Southern Song Dynasty played an affirming role in grassroots governance,facilitating their comprehension of pertinent administrative issues,garnering robust civil support during policy implementation processes,and enhancing the alignment of local governance with popular opinion,thereby exerting a positive and constructive influence on societal sentiment.
