山东省农业用水效率评价及促进对策研究

为了科学评价山东省农业用水效率,采用 DEA-BCC-I模型测算山东省农业用水效率,采用 Malmquist指数对山东省 2011-2021 年 16 个地级市用水效率的动态演变机理进行了研究.研究结果表明:2021 年山东省农业用水综合效率值为 0.822,总体水平相对较高;农业用水效率由高到低的区域排序为:鲁中>鲁东>鲁西南>鲁西北;2011-2021 年间山东省农业用水全要素生产率呈上升趋势,但用水综合效率呈下降趋势;技术进步是山东省用水全要素生产率提高的主要推动力;建议采取技术创新,促进各地区均衡发展,提高投入要素的匹配度,合理控制投入规模,并对水资源价格进行调控,以提高山东省农业用水效率.
RESEARCH ON THE EVALUATION AND PROMOTION OF AGRICULTURAL WATER USE EFFICIENCY IN SHANDONG PROVINCE
In order to scientifically evaluate the agricultural water use efficiency of Shandong Province,DEA-BCC-I model was used to calculate the agricultural water use efficiency of Shandong Province,and Malmquist index was used to study the dynamic evolution mechanism of water use efficiency of 16 prefecture level cities in Shandong Province from 2011-2021.The research results indicate that the comprehensive efficiency value of agricultural water use in Shandong Province in 2021 is 0.822,which is relatively high over-all;The order of agricultural water use efficiency from high to low is:Central Shandong>East Shandong>Southwest Shandong>Northwest Shandong;From 2011 to 2021,the total factor productivity of agricultural water use in Shandong Province showed an upward trend,but the comprehensive efficiency of water use showed a downward trend;Technological progress is the main driving force for the improve-ment of total factor productivity of water use in Shandong Province;It is recommended to take measures such as technological innova-tion,promoting balanced development among different regions,improving the matching degree of investment factors,reasonably control-ling investment scale,and regulating water resource prices to improve agricultural water use efficiency in Shandong Province.
