CHALLENGES AND RESPONSES TO CYBERSPACE GOVERNANCE FROM THE PERSPECTIVE OF"NEW TRIBALISM"
In the era of intelligent media,cyberspace presents the characteristics of"new tribalism".In the new tribe,people seek common emotional belonging,implement open autonomy,and their identities involve multiple roles.Based on the level of activity of members in social events,the new tribes can be divided into different types.The governance of cyberspace faces challenges such as de-viating from mainstream values,prioritizing emotions over truth,solidifying and polarizing group views,and causing network disorder through conflicts between groups.The public sector should attach importance to the online community and implement feasible govern-ance paths,such as establishing authority of mainstream values,adjusting and optimizing recommendation algorithms,cultivating pub-lic intelligence on media literacy,accurately deciphering online public opinion,and formulating and improving legal norms.
