系统观念下社区减负增效的可行路径研究

近年来,社区负担过重问题引发社会广泛关注,政府部门和学界提出了多方面的解决措施和思路,但大多都是单向度的,社区减负增效并没有得到全面落实.本文立足系统观念,全面梳理社区面临的内部系统和外部系统中的负担,提出提升内部系统承载能力和外部系统协同能力的总体思路,以及增强政府部门行政效能、街道办事处协同效能、社会力量参与效能、社区居民自治效能等具体路径,既减轻社区负担,也提高社区自治成效.
Abstract
In recent years,the problem of excessive community burden has aroused widespread concern in society.Government depart-ments and academic circles have put forward various measures and ideas to solve it,but most of them are one-way,and the problem of reducing community burden and increasing efficiency has not been effectively solved.Based on the concept of system,this paper com-prehensively sorts out the burden of the internal system and the external system faced by the community,proposes the general idea of improving the carrying capacity of the internal system and the coordination ability of the external system,and proposes specific ways to enhance the administrative efficiency of government departments,the coordination efficiency of sub-district offices,the participation ef-ficiency of social forces,and the self-governance efficiency of community residents,so as to reduce the burden on the community.It al-so enhances the effectiveness of community autonomy.
