Models,problems,and countermeasures of cotton industry cooperation among China,Kazakhstan,and Uzbekistan under the Silk Road Economic Belt
Carrying out international cooperation in the cotton industry and making overall use of both domestic and international markets and resources will not only help to enhance the resilience of the cotton industry but also have practical significance for deepening agricultural cooperation along the Silk Road Economic Belt.Based on an analysis of the existing models of bilateral cooperation in the cotton industry between China and Kazakhstan,and China and Uzbekistan,this paper discusses the construction of a multilateral cooperation model in the cotton industry among China,Kazakhstan,and Uzbekistan.The research shows that China has a strong resource base for cotton production,but there are still shortcomings in the cotton supply structure and resource allocation.The cotton industries of Kazakhstan and Uzbekistan have reached a certain scale in Central Asia,but weak industrial competitiveness remains a key factor limiting their potential.At present,China and Uzbekistan primarily adopt production embedded model and capital integration model,while China and Kazakhstan mainly adopt a service-driven model.Compared to bilateral cooperation,multilateral cooperation is a more advanced form of collaboration in the construction of the"Belt and Road"initiative and represents an optimization of bilateral cooperation.Therefore,it is necessary to build production embedding+capital integration model and production embedding+capital integration+service-driven model,leveraging advantageous cooperation entities and regions.Although cooperation has made solid progress,it also faces constraints such as insufficient technological level,foreign exchange controls,inadequate infrastructure,limited depth in industrial chain cooperation,and incomplete cooperation guarantee mechanisms.By promoting cotton technology,innovating financial services,optimizing policy support,accelerating industrial integration,and negotiating a multilateral cotton industry cooperation mechanism,the resilience,efficiency,sustainability,and inclusiveness of multilateral cotton industry cooperation can be enhanced.
