摘要
近年来,印度智库加大对"印太"的研究力度,其分析主要包括"印太"概念的形成、"印太"理念的差异、"印太"秩序的规划三个基本维度.在概念构建方面,"印太"概念主要通过话语构建、角色构建和功能构建而逐步成形.在理念争鸣方面,印度智库对"印太"理念有着更为多元的理解,并形成了"印太"海洋合作派、"印太"战略竞争派和"印太"怀疑派三大派别.在秩序架构方面,印度智库构想了未来"印太"秩序的四种模式:中等强国联盟、"印太"海洋合作框架、"印太"四边机制和"印太海洋倡议".印度智库由此形成了有别于美国"印太"战略、高度聚焦印度洋、充分制衡中国、颇具"战略自主"的"印太观".考虑到印度智库与政府之间的密切联系,印度智库倡导的多元"印太"理念以及智库在政府有关"印太"决策中扮演的角色值得中方高度关注.
Abstract
In recent years,Indian think tanks have deepened their research on the Indo-Pacific,focusing especially on analysis targeted at three key dimensions:the formation of the Indo-Pacific concept,the characteristics of Indo-Pacific norms and the Indo-Pacific order.In terms of conceptual development,the Indo-Pacific has taken shape vis-d-vis discursive construction,role construction and functional construction.When it comes to ideological debates,there is a broad diversity of perspectives within Indian think tanks when it comes to the Indo-Pacific,with three key schools of thought having emerged:the"maritime cooperation school","the strategic competition school"and the"skeptical school".With reference to the structural architecture,Indian think tanks have identified four possible future models for the Indo-Pacific:a coalition of medium sized powers;a framework for Indo-Pacific Maritime Cooperation;the Indo-Pacific QUAD mechanism;and the Indo-Pacific Maritime initiative.In this regard,Indian think tanks have developed a set of perspectives on the Indo-Pacific that are distinct from the U.S.Indo-Pacific Strategy,focusing heavily on the Indian Ocean,and on comprehensively balancing against China.This demonstrates significant strategic autonomy on the part of India.Given the close relationship between Indian think tanks and the government,China should pay close attention to the diverse concepts of the Indo-Pacific that are being advanced by Indian think tanks,and to the role that they play in government decision-making around the Indo-Pacific.
