"印太战略"背景下印度与东盟关系的调整及影响

摘要
近期以来印度与东盟关系全面升级并出现了新的调整变化,合作领域从以人文交流、经贸合作和互联互通为主,转向地区社会经济发展与地区防务安全并重,特别是海洋合作成为双边关系的新驱动.印度正在借力东盟将影响力扩大到太平洋,以在亚太安全体系中追求有限影响最大化."印太战略"强化了印度与亚太安全结构的关联,印度以更显著的主动性增强了与东盟的战略对接,东盟国家合作意愿的上升推进了印度深化与亚太的联系,上述"关联"、"对接"与"联系"是印度得以成为亚太安全体系中"结构调节器"的必要条件.南海问题是印度通过东盟从海上强化与亚太连接并增进影响力的典型案例.不过,印度与东盟关系面临一系列挑战,这导致印度在亚太安全体系中的作用仅限于"结构调节器".印度与东盟关系的调整会使"印太"地区的力量角逐计算趋于复杂,但不会导致地区安全体系发生质变.
Abstract
In recent years,India has moved in the direction of a comprehensive upgrade in its relations with ASEAN,and this relationship has undergone significant adjustments.For example,the scope of cooperation has shifted from a primary focus on cultural exchanges,economic and trade cooperation and connectivity towards regional socio-economic development and regional defense and security,with maritime cooperation becoming a driving force in the bilateral relationship.India is presently leveraging its growing association with ASEAN to extend its influence into the Pacific and aims to maximize its otherwise limited influence vis-à-vis the Asia-Pacific security architecture.In turn,the Indo-Pacific Strategy has enhanced India's connections with the regional security architecture,enabling a more proactive strategic role for India vis-à-vis ASEAN.Meanwhile,the increasing willingness of ASEAN countries to cooperate has driven India to deepen its contacts with Asia and the Pacific.The above mentioned"association","connections"and"contacts"are all necessary for India to become a structure modifier in the security structures of the Asia-Pacific region.The South China Sea issue exemplifies India's proactive efforts to strengthen its ties with the Asia-Pacific region vis-à-vis maritime security as a means of deepening its influence.Objectively speaking,India's relations with ASEAN will inevitably face a series of challenges,and this will limit India to play structure modifier role in the regional security architecture.While the ongoing adaptation of India-ASEAN relations will make power dynamics within the Indo-Pacific region more complex,it will not result in fundamental changes in the regional security architecture.
