印度莫迪政府军事外交:动因、动向与影响
Modi Government's Military Diplomacy:Drivers,Trends and Implications

摘要
在内外因素共同作用下,印度莫迪政府改变了把军事外交置于对外交往边缘的传统,将其打造为印度对外战略的重要支柱.经过近八年的实践,印度军事外交呈现高层互动水平显著提升、军事演习规模与频率大幅升级、合作机制化程度有所增强、军售结构发生较大调整、传统安全比重持续增加五大新动向.一系列新动向对印度内政与外交皆具有重要影响.国内方面,军事外交推动了印度军事现代化的进程.对外方面,军事外交在深化与美国等西方国家政治关系的同时也带来更大的外部压力,扩大了对南亚和印度洋国家的军事影响力,但也招致一些国家的抵触,一系列针对中国的军事外交行动也对中印关系造成负面影响.在国内国际局势持续演化的背景下,印度莫迪政府的军事外交日益呈现出偏重服务于国内军事发展、调整传统安全合作布局、持续加大周边外交投入三大趋势.
Abstract
As result of both internal and external factors,India's Modi Government has departed from its traditional approach of placing only peripheral emphasis on military diplomacy to making it a crucial pillar of India's foreign strategy.Over the course of the past eight years,this has become apparent through five key trends:India has emphasized military diplomacy in its high-level interactions,increased the scale and frequency of military exercises,enhanced the institutionalization of relevant cooperative mechanisms,made significant changes to the structure of its arms sales,and finally it has continuously increased its emphasis on traditional security.These trends have important implications for India's domestic and foreign affairs.On the domestic front,military diplomacy has dramatically increased the pace of India's efforts to modernize its military.On the international front,while military diplomacy has deepened political relations with the United States and other Western countries,it has also brought India greater foreign pressure.As India expands its military influence in South Asia and in the Indian Ocean region,India will inevitably encounter resistance from some countries.Additionally,Indian military diplomacy has targeted China in a series of actions,negatively impacting Sino-Indian relations.Against the backdrop of the ongoing evolution of India's domestic and foreign affairs,the Modi Government's military diplomacy is expected to exhibit the following three trends:a greater focus on serving the needs of India's domestic military development;a shift in the pattern of traditional security cooperation;a continued effort to ramp up diplomatic efforts in India's periphery.
