摘要
上海合作组织自成立以来逐渐走出了一条新型的国际组织发展道路,形成了一套独立运作、发展成熟的组织运行模式——"上海合作组织发展模式"("上合模式").择要而言,"上合模式"包括:安全合作拓展的地区合作方式、基于承认的地区合作理念、相互平衡的权力分布格局、差序性的制度架构、网状圈层的互动模式.其中,安全合作拓展的地区合作方式是"上合模式"的发展路径和运行动力;相互承认的合作理念构成了"上合模式"的生存基础和组织原则;各成员国之间的权力相互平衡构成了"上合模式"的发展保障;差序性的制度架构则在一定程度上维系和巩固了"上合模式"的灵活性与舒适性;网状圈层的互动模式有助于"上合模式"影响力的拓展."上合模式"的优势保障了上海合作组织的平稳运行,也彰显了中国外交的特色与贡献,并对促进国际关系理论的创新有所启发.
Abstract
Since its establishment,the Shanghai Cooperation Organization(SCO)has succeeded in exploring a new path for the development of international organizations and formed a set of independent and mature organizational operation Way-the"Shanghai Cooperation Organization Development Way"(the SCO Way).Specifically speaking,the SCO Way includes:the regional cooperation mode of expanding security cooperation,the regional cooperation concept based on recognition,the balanced distribution of power,the institutional framework of diversity-orderly pattern,and the interaction mode of circle-layered structure.In turn,the regional cooperation mode of expanding security cooperation is an important driver for the operation of the SCO Way;the concept of regional cooperation based on recognition serves as the survival foundation and organizational principle of the SCO Way;the balanced distribution of power across SCO members constitutes an assurance of the SCO Way;to a certain extent the institutional framework of diversity-orderly pattern sustains and consolidates flexibility and ease of the SCO Way;and the interaction mode of circle-layered structure helps to extend the influence of the SCO Way.These advantages of the SCO Way ensure the smooth operation of the Shanghai Cooperation Organization,highlighting the distinct features and contributions of China's diplomacy,while also inspiring innovations in international relations theory.
