印度探索印度洋主导权的动因、举措与制约

摘要
探寻在印度洋的主导地位被印度视为其战略崛起的内在需求,与地区安全认知和外部周边环境的变化存在着直接关联.为实现这一战略抱负,印度莫迪政府近年来重视践行海权意识,强化与印度洋地区国家的战略关系,不断提升海军实力和远海行动能力,积极推动与美国在"印太战略"框架下的海上安全合作.印度的进取性姿态有助于转变其在印度洋地区的战略形象,为争当"净安全提供者"带来机遇,并由此对地区格局带来复杂的影响,甚至有可能挑战中国在该地区的战略利益.尽管如此,由于受自身综合实力偏弱、美国既有海洋霸权和中国常态进入印度洋等因素的制约,印度寻求印度洋主导权的探索将面临重大障碍.
Abstract
India's quest for dominance in the Indian Ocean region is seen as an intrinsic need vis-à-vis its strategic rise and is directly related to its perceptions of regional security and changes in the external environment.To realize these strategic ambitions,the Modi government has placed greater emphasis on maritime power,strengthening its relations with countries in the Indian Ocean region,while enhancing its own naval capabilities and distant sea operational capacities.Meanwhile,it has actively promoted maritime security cooperation with the United States under the latter's Indo-Pacific Strategy.This proactive posture functions to transform its strategic image in the Indian Ocean region,providing India with opportunities to position itself as a"net security provider".While so,this could complicate regional dynamics and challenge China's strategic interests.While so,India's pursuit of regional dominance faces significant obstacles due to its relatively weak influence,America's ongoing regional dominance and China's consistent presence in the region.
