摘要
国家身份具有内外两个层次,对外政策是国家"自我"和"他者"的双重体现,对外政策变化映射出国家内外身份的调整与重塑.印度长期以来不断追求与国家实力所不匹配的国际身份与地位,其对外政策反映出对国家身份的考量.独立以来,印度对外政策需要回应印度内外身份的建立、修正与重塑.在独立后的70多年中,印度内外国家身份经历了多重变化,从尼赫鲁时期的"他者"到"自我"的建构,到英迪拉时期面临"自我"的偏离及"他者"身份的危机,再到印度人民党时期的身份重塑,身份演变也使印度领导人对国家利益的实现产生了不同看法,导致对外政策的不断演变.国家身份为印度外交政策的变化提供了连贯一致的解释,从长时段历史视角揭示印度外交政策变迁的深层原因.
Abstract
There are both internal and external dimensions of state identity.Foreign policy reflects both a state's"self"and its position vis-a-vis"others".Changes in foreign policy reflect adjustments and transformations in state identity both at home and vis-à-vis external actors.India has long sought an international identity and status that does not reflect its actual level of state power,and its foreign policy reflects India's desired identity as a state.Since independence,India's foreign policy has responded to the construction,correction,and reshaping of both its internal and outward facing identities.Over the past 70 years,India's state identity has undergone multiple transformations,from the construction of"other to self"during the Nehru era,to the divergence of"self"and the crisis of"other"during the Indira period,and culminating in the reshaping of its identity during the Bharatiya Janata Party(BJP)period.These identity changes have driven Indian leaders to adopt different views on country's national interests,prompting continuous evolution in foreign policy.Identity factors provide a lucid explanation for changes in Indian foreign policy and offer a long-term historical explanation of the deep-rooted causes of shifts in India's foreign policy.
