多重空间意识、意象判断与印度参与多边主义的战略投射

摘要
随着经济实力的不断增长以及政治叙事的不断变化,近年来印度在国际舞台上的表现日益引人瞩目,国际社会众多国家行为体和组织均对印度有着越来越高的期待,也使印度在多边舞台上的斡旋空间不断放大.客观来看,印度参与多边主义的行为选择受到多重空间意识,即领土空间意识、人口空间意识、文化空间意识、发展空间意识、荣誉空间意识、权力空间意识的规定,基于多重空间意识形成的对行为体的意象判断决定了印度在次地区、地区间层次、全球层次的多边主义战略投射.与此同时,基于多重空间意识与意象判断,依据印度对待多边合作组织的态度可将其参与或拒绝参与的多边合作组织分为六类,即主导控制型多边、引领塑造型多边、有限协调合作型多边、对冲博弈型多边、置冷遗弃型多边与全球改革型多边.印度多重空间意识的"边界缺失"造成了印度参与多边主义逻辑的悖论.
Abstract
With the continuous growth of its economic power and corresponding evolution of its political narratives,India's behavior on the international stage has increasingly attracted attention in recent years.Various international actors and organizations have heightened expectations of India,expanding the space within which it can maneuver within multilateral forums.Objectively speaking,India's choices regarding multilateralism are shaped by multiple layers of spatial awareness,including considerations relevant to territorial,demographic,cultural,developmental and honor factors,as well as related to power.The imagery judgment formed from this multi-layered spatial awareness determines India's strategic projection in multilateral platforms at the sub-regional,regional,and global levels.Furthermore,based on this multi-layered awareness and imagery judgment,India exhibits six attitudes toward multilateral organizations:dominant leadership,guiding and shaping,limited coordination,counterbalancing and competition,withdrawal and abandonment,and global reform.The"boundary deficiency"in India's varied spatial awareness results in a paradox in its projection with multilateralism.
