摘要
过去二十年中,印裔美国人在美国政治社会中的影响力不断扩大,并以印度教民族主义者和反印度教民族主义者这两种不同的身份渗透到美国对印度的外交政策和美印关系发展中.前者以支持印度教民族主义的印度教教徒为主体,后者以反印度教民族主义的世俗印度教教徒、宗教少数派和在人权、自由、平等、反种族歧视等名义下联合起来的印裔知识分子为主.二者都主张发展更加紧密的美印双边关系,但在如何定义印度的国家身份、美国应该如何发展美印双边关系才更符合两国共同利益等问题上存在分歧,并形成了不同的组织网络和行动策略.在印度人民党执政期间,他们之间的冲突渗透到美国对印度的外交政策过程中.2014年莫迪上台后,随着印度教民族主义在印度国内的不断高涨,印裔美国人内部的分歧更加明显.围绕印度废除克什米尔特殊宪政地位等问题,这两种身份群体采取了不同的政策立场,并各自游说美国政府制定不同的对印政策.印裔美国人内部的分歧表明,并不存在统一的印裔美国人.两种不同身份的印裔美国人之间的博弈及最终如何影响美国对印度的外交政策,在根本上取决于美国在多大程度上需要印度.
Abstract
Over the past two decades,Indian Americans have significantly increased their political and social influence in the United States.They have shaped America's foreign policy towards India and the development of U.S.-India relations through two distinct identities:the Hindu nationalist identity and the anti-Hindu nationalist identity.The former predominantly consists of Hindus who support the Hindu nationalism agenda,while the latter includes secular Hindus,religious minorities,and Indian American intellectuals who are united under the banners of human rights,freedom,equality,and anti-racism.Both groups advocate for a closer U.S.-India relation,yet they differ on how to define the essence of the state of India and on how the U.S.could cultivate a bilateral relation that serves the common interests of both countries.As such,different organization networks and strategies have emerged among Indian Americans.Since the Bharatiya Janata Party(BJP)took over as governing party,conflicts between the two identity groups have permeated America's foreign policies toward India.After the Modi government came to power in 2014,growing Hindu nationalism in India has further highlighted the internal divisions among Indian Americans.
