摘要

区块链是具有去中心化、共识机制、非对称性加密等独特优势的新兴技术,能够针对性地解决碳管理过程中存在的脱碳对象识别不精准、数据信息统计不对称、部门权责整合不规范、相关数据安全管控弱、碳中和绩效难以考核等问题.提出基于区块链技术的碳管理实现体系,重点阐释其创新形式、架构和功能,并从加强宣传力度、转变传统理念、培育优秀人才、强化技术创新、先试点后推广、完善制度制定、优化监管体系、建立健全法律、明确奖惩制度等方面来全面解读其实现路径,对加速我国"30·60"碳中和战略目标的实现进程,促进我国经济高质量发展,具有非常重要的现实意义.

Abstract

Blockchain is an emerging technology with the unique advantages of decentralization,consensus mechanism,asymmetric encryption,etc.,which can specifically solve the problems existing in the process of carbon management such as inaccurate identification of decarbonized objects,asymmetric statistics of data information,non-standard integration of authority and responsibility among the departments,weak security control of relevant data,difficult assessment of carbon neutral performance,and so on.A blockchain-based carbon management realization system was proposed in this study,which focused on the interpretation of its innovative form,structure,and function.Its realization path from the aspects of strengthening publicity,transforming traditional concepts,cultivating outstanding talents,strengthening technological innovation,popularizing after pilot,improving system formulation,optimizing regulatory system,establishing and improving laws,clarifying reward and punishment system,etc.was comprehensively interpreted,which is of great practical significance to accelerate the realization of"30·60"carbon neutrality strategic goal in China and promote the high-quality development of our economy.
