Valuing Talents and Seeking Balance:On Personnel Strategy of Emperor Xiaozong of the Ming Dynasty
In the late years of Chenghua(1465-1487),the national talents selection system tended to col-lapse,talents often were trapped in the obstruction.After Emperor Xiaozong ascended the throne,he issued an imperial edict to select talents around the whole country,which broke through the traditional concept of using tal-ents based on moral behavior.In addition,in order to revitalize the party program and prevent party strife,Ming Xiaozong made certain restrictions and adjustments to their regional sources when selecting senior officials,and he implemented different strategies of balancing the Cabinet and Six Ministries through personnel adjustments in the early,middle and late periods of his reign to prevent the power from shifting to a certain civil institution.
