排污单位自行监测中存在的问题和对策研究

摘要
自行监测是排污许可证后一种重要的环境管理方式,是排污单位依法履行法定义务的重要举措,能实现环境保护与经济发展的双赢.然而,在实践中我国排污单位自行监测中存在一些不合规行为,导致排污单位不能准确掌握自身的排污状况.针对该种情况,相关企业要通过强化排污单位落实自行监测的主体责任、加强第三方检测机构检查监督等对策,增强企业的环境保护意识,实现生态环境保护与经济发展的双赢.
Abstract
Self-monitoring is an important way of environmental management after pollutant discharge permit,and an important measure for pollutant discharge units to fulfill their legal obligations according to law,which can achieve a win-win situation for environmental protection and economic development.However,in practice,there are some non-compliance behaviors in the self-monitoring of sewage units in China,which leads to the fact that sewage units cannot accurately grasp their own pollution situation.In view of this situation,relevant enterprises should strengthen the main responsibility of self-monitoring by pollutant discharge units and strengthen the inspection and supervision of third-party testing institutions to improve their awareness of environmental protection and achieve a win-win situation for ecological environmental protection and economic development.
