Research on Total Pollutant Control Based on Water Environment Capacity
At present,the theoretical research on water environment capacity and total pollutant control are very mature,and Chinese total pollutant control is transitioning from target total control to ideal capacity total control.By combining the research and development of total pollutant control with water environment capacity,the specific methods of total pollutant control were elaborated.Taking the mathematical model of water environment as an example,the determination and allocation of total pollutant control were introduced in detail.Based on research progress and practical work,it is pointed out that when local economic development and environmental protection are in opposition,the existing target total control and total allocation are inevitably biased.It is suggested to explore a Chinese characteristic capacity total control and total allocation method that is suitable for China's national conditions.
